As part of the celebration of Civil Service Week in 2024, she made this statement on Wednesday, June 19, 2024, during a Media Parley with Chief Executives and Editors-in-Chief.
In order to advance the Service and, by extension, the country, Dr. Yemi-Esan, CRR, thanked the Executives for accepting her invitation to engage and have a heated discussion with her and the Transformative Federal Permanent Secretaries.
As per her statement, the conversation will also serve as a great chance to acknowledge the media’s unwavering assistance in accomplishing the goals of the Office of the Head of the Civil Service of the Federation (OHCSF) and to inform Nigerians about certain minor ongoing government reforms.
In keeping with this year’s continental theme for Civil Service Week, “Educate an African Fit for the 21st Century: Building Resilient Education Systems for Increased Access to Inclusive, Lifelong, Quality and Relevant Learning in Africa,” she made a suggestion that the Service has undergone a number of reforms that are repositioning it for maximum effectiveness. She stated that the successes being seen are a result of these reforms’ proactive recognition of and avoidance of the mistakes made by their predecessors.
After holding lengthy stakeholder engagements, the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP25) was developed. The HoSF went on to discuss the plan’s accomplishments. Officially launching in June 2022, FCSSIP25 received approval from the Federal Executive Council on December 15, 2021.
As per Dr. Yemi-Esan, CFR, the Nigerian workforce’s leadership has propelled the Plan in the direction of producing a new generation of civil servants who are merit-based, creative, driven, and skilled. She emphasized that a strong Change Management program and the instillation of an AMPLE (Accountability, Meritocracy, Professionalism, Loyalty, and Efficiency) culture made this possible.
The President Bola Ahmed Tinubu-led Administration’s eight priority programs in the “Renewed Hope Agenda” will be implemented through the five pillars of the FCSSIP25—Capability Building and Talent Management, Performance Management System, Integrated Personnel and Payroll Information System (IPPIS) – Human Resource, Innovation, Digitalization of Content Services, and Enhancing Value Proposition for Civil Servants – Staff Welfare—that the HoSF highlighted.
Under her leadership, the Office has successfully implemented FCSSIP25, as evidenced by the coordination of all MDA training programs, wherein approved programs are properly structured and piloted by the Public Service Institute of Nigeria (PSIN). Additionally, over 16,000 officers have received training at the core Ministry level. A crop of approximately 224 LEAD-P Officers out of 500 future leaders expected by 2025 have been groomed and deployed to various MDAs by the Service through the Leadership Enhancement and Development Program (LEAD-P), the Structured Mandatory Assessment-Based Training Program (SMAT-P), and the Public Leaders Program.
Additionally, 2,676 civil servants have received training through the blended e-learning initiative, in partnership with the private sector, on the AIG Public Leaders Programme, which was led by the Blavatnik School of Government (BSG), University of Oxford, United Kingdom. These trainees have been trained under the Structured Mandatory Assessment-Based Training Programme (SMAT-P), which comprises Basic, Intermediate, and Advanced modules. Additionally, she praised His Excellency, Mr. President for demonstrating his desire and passion for enhancing worker welfare through the N35,000 temporary wage award for all federal government employees paid by Treasury for a period of six months, as well as ongoing efforts to review the national minimum wage. Other initiatives include the institutionalization and implementation of a Performance Management System (PMS) in the Service, the correction of anomalies in the management of HR Records, the promotion of service innovation, the digitalization of content services, and the focus on the welfare of civil servants.
Additionally, the Office established a N50 Endowment Fund and a Service-wide Reward and Recognition Scheme (R&RS) in an effort to improve the value proposition of civil servants.
