The Head of Civil Service of the Federation (HoSF), Dr. Folasade Yemi-Esan, CFR, has maintained that the Off ice is committed to sustaining and strengthening the structures established to drive Performance Management System (PMS) in the Service, in accordance with Pillar 2 of the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP 25). She revealed this information on Tuesday, April 22, during a one-day retreat for Federal Transformative Permanent Secretaries in Abuja on the status of the PMS implementation in Ministries, extra-ministerial Departments, and Agencies (MDAs).

Dr. Yemi-Esan, CFR explained that the purpose of the Retreat was to evaluate the progress so far made since the last one, also to adopt the Service wide Key Result Areas (KRAs) for the 2024 Performance Management circle.

In a Keynote Address delivered at the occasion, she stated that Performance Management is one of the key strategies toward ensuring better employee performance in sync with organisational goals. “It is essential in evaluating, as well as managing employees’ performance, she opined. It is also key to creating a work environment that encourages improvement, which in turn, motivates employees to be more productive, she further stated.

The HoSF revealed that effective government performance management is ensured by a strong institutional framework. This includes the policies, procedures, informal practices, guidelines, rules, and culture that support the efficient application of PMS as a widely recognized management tool.

Dr. Yemi-Esan, CFR further emphasized that an efficient incentive and consequence management system is a crucial component that Chief Administrative and Accounting Officers must start giving proper priority to in order to place PMS within the FCSSIP 25 implementation framework. According to her, one of the characteristics of a functional PMS is one in which workers receive rewards for excellent work or face consequences for not following protocols.

She emphasized that in order for the Service to continue being flexible and strong in the face of any opportunity or difficulty, the Transformative Permanent Secretaries must place a high priority on the professional development of their workforce.

The Permanent Secretary of the Career Management Office at OHCSF, Mr. Adeleye Adeoye, welcomed the participants and confirmed that the purpose of the retreat was to discuss the Key Result Areas (KRAs) for the 2024 Performance Management Circle that are applicable to the entire service.

In order to steer performance management efforts in the upcoming year, Mr. Adeoye urged the Permanent Secretaries to jointly define the parameters. He declared that they must approach the work with diligence and planning in order to make sure that KRAs are in line with national priorities and Public Service goals.

He gave a thorough and visually appealing presentation on the state of PMS implementation across the different Ministries.
